Abstract: Since the 18th national congress of the Communist Party of China, the Party and the government have taken the
construction of characteristic small towns as an important tool for building a modern agricultural industry system, improving public
services in rural areas and optimizing the living environment of farmers. The fundamental vision is to promote the integrated
development of urban and rural areas and promote the modernization of agriculture and rural areas. Based on the investigation of the
construction status of the characteristic towns in Dali City, this paper holds that the characteristic towns in ethnic areas should be
connected with the rural revitalization strategy. We will promote thriving businesses by characterizing, promote pleasant living
environment by landscaping, promote social etiquette and civility by ruralization, promote effective governance by villagization, and
promote prosperity by sharing. The goal of rural revitalization is to truly achieve the integration of urban and rural areas.
